The former of the two builds, 9F25, was rather insignificant, with no fixes and no known bugs. The second of the builds, in contrast, shows fixes having to do with issues with previously joined networks in AirPort, and issues with graphics frameworks. The only current known bug is an issue with searching messages in Mail.app.
In all, previous builds of 10.5.5 have addressed almost 130 issues and bugs. The fix is very large, said to weigh in at 320MB, and deals with issues ranging from Address Book and iCal to screen sharing and core animations. Given the late stage of development, we can probably expect Mac OS X v10.5.5 within the month.
